PHSA is pleased to provide our member programs with the opportunity to participate in our 4th state-wide Head Start/Early Head Start Wage and Fringe Benefits Survey. For this year’s survey, we are partnering with the Research and Evaluation Group at Public Health Management Corporation (PHMC).
About the R&E Group
With extensive expertise in survey research, data visualization and the PA early childhood education field including being a PHSA member program, the R&E Group is uniquely positioned to design and administer a comprehensive web-based survey of Pennsylvania Head Start/Early Head Start staff wages and benefits.

Survey Timeline
December 1, 2017 – PHSA members and Comparable Programs complete the survey
December 2017 & January 2018 – Data analysis
February 2018 – Final report and presentation of findings via webinar
Participation Fees
*Use the sliding scale below to determine your participation fee based on your overall budget (Federal Head Start, Early Head Start, HSSAP, PA PreK Counts and MIECHV funding):

| $0 – $1,000,000 | $500 |
| $1,000,001 – $1,500,000 | $600 |
| $1,500,001 – $3,000,000 | $850 |
| > $3,000,000 | $1,100 |
*Programs who recruit more than 2 Comparable Programs will receive a $75 rebate on their participation fee.
